The compliance layer that makes any AI legal for all EU governments.

The EU AI Act is the first binding law to govern artificial intelligence, and it has become the benchmark the rest of the world now measures itself against. It regulates AI by risk, not by hype: the more a system can affect people’s rights, safety, or access to public services, the more it has to prove.

Its reach extends beyond the Union’s borders. Any system that affects people in the EU is in scope, wherever it was built — so a government supplier based elsewhere is no exception.

Four tiers decide what you owe. Unacceptable-risk uses — manipulation, social scoring, untargeted biometric surveillance — are banned outright. High-risk systems, where most public-sector AI lands (recruitment, benefits, law enforcement, critical infrastructure), carry the heaviest duties: documentation, data governance, human oversight, and conformity assessment. Limited-risk systems owe transparency — people must be told they are dealing with AI. Minimal-risk uses stay largely free.

General-purpose models carry obligations of their own: clear records of training data, evaluation, and limitations — and, for the largest models, adversarial testing, security hardening, and incident reporting to the EU AI Office.

Compliance is not a launch-day checkbox. The Act expects post-market monitoring, corrective processes, and serious-incident reports within 15 days — continuous evidence that a system still behaves as declared.

The dates matter. Prohibited-use bans and the first general-purpose duties are already in force; the bulk of the Act applies from August 2026, high-risk classification rules from August 2027, and public authorities’ high-risk systems must be fully compliant by August 2030. Penalties reach €35m or 7% of global turnover — and they stack on top of GDPR.

None of this happens in isolation: AI sits on top of data-protection, security, and product-safety law all at once. That is the gap AuditAim closes — every deployment ships with the audit trail, DPIA, human-oversight record, and documentation the Act asks for, defensible from day one.

For decades, audit meant looking backwards: sampling last year’s records, trusting the paperwork, and hoping nothing had been quietly changed. Blockchain showed a different model — records that cannot be altered after the fact, and that anyone authorised can verify for themselves.

The mechanism is simple in principle. Each entry is cryptographically signed, timestamped, and linked to the one before it. Change a single record and every record after it is invalidated — so the ledger becomes a single source of truth that needs no reconciliation.

That turns audit from a periodic inspection into a continuous one. When authenticity is built into the record, auditors stop spending their time proving that data is genuine and start spending it on judgement: is this decision sound, is this control working?

The payoff is integrity by default — shorter audit cycles, far less room for undetected fraud or error, and higher confidence in every figure on the page.

It is not free of friction. Regulatory uncertainty, scale, interoperability between systems, upfront cost, and the absence of settled audit standards are all real — and pretending otherwise helps no one.

The principle matters more than the technology. AuditAim applies the same logic to AI: every decision, input, and output is written to an immutable, timestamped, queryable record. Whether or not it ever touches a chain, the guarantee is identical — tamper-evident evidence, ready for a regulator the day they ask.

When Palo Alto Networks completed its acquisition of the AI-gateway company Portkey in May 2026, it confirmed what the public sector already suspected: the next risk is not the chatbot, it is the agent — AI that acts on its own.

Organisations are moving past simple assistants to autonomous agents that carry out tasks with no human in the loop. That independence is the point — and the problem. An agent can take unauthorised actions, expose data, or run up uncontrolled cost, all at machine speed.

The answer the market has settled on is a control plane in front of every agent: a gateway that inspects all AI traffic, authenticates which agent is acting and which tools it may touch, and stops malicious or unintended behaviour in real time — with production-scale telemetry over the top.

For a government the stakes are sharper. A company whose agent oversteps loses money; a public body loses trust, and may break the law. An autonomous decision still has to be lawful, logged, and reversible — not merely fast.
